{"id":804,"date":"2018-11-09T07:03:20","date_gmt":"2018-11-08T21:03:20","guid":{"rendered":"http:\/\/paulyeatman.net.au\/?p=804"},"modified":"2020-07-29T14:32:39","modified_gmt":"2020-07-29T03:32:39","slug":"review-of-draft-standard-as-2243-2-safety-in-laboratories-part-2-chemical-aspects","status":"publish","type":"post","link":"https:\/\/paulyeatman.net.au\/index.php\/2018\/11\/09\/review-of-draft-standard-as-2243-2-safety-in-laboratories-part-2-chemical-aspects\/","title":{"rendered":"Review of Draft Standard: AS 2243.2 Safety In Laboratories \u2013 Part 2: Chemical Aspects"},"content":{"rendered":"<p>One way I keep myself up to date with developments within laboratories and related areas is by reviewing draft standards.\u00a0 This keeps me appraised of the current state of affairs, keeps my documentation audit skills fresh and potentially allows me to contribute to the content of standards.<\/p>\n<p>Notes: refer to the conditions for comment stated towards the beginning of the draft standard.<\/p>\n<p><em><strong>Update 20190103:<\/strong> After proceeding to submit comments, I observed page numbers were required.\u00a0 That is important to note for future reviews.\u00a0 Page numbers added.<br \/>\n<\/em><\/p>\n<p><strong><em>DR AS 2243.1 Safety In Laboratories \u2013 Part 2: Chemical Aspects<\/em><\/strong><!--more--><\/p>\n<p>Here I step through the draft standard making comments.\u00a0 Where a comment is answered later in the standard, I go back to my original comment and make notes.\u00a0 An uncommented comment is potentially worthy of becoming an official comment on the standard.<\/p>\n<p><strong>Section 1<\/strong><\/p>\n<p><em>1.4.27 protected place &#8211; <\/em>Page 6<\/p>\n<p>\u201cDepending on the contect,\u201d should say \u201cDepending on the context,\u201d<\/p>\n<p><em>1.4.30 safety data sheet (SDS) &#8211; page 7<br \/>\n<\/em><\/p>\n<p><em>Sometime in the last 6 years, Material Safety Data Sheets have potentially been renamed.<\/em><\/p>\n<p><strong>Section 2<\/strong><\/p>\n<p>No notes<\/p>\n<p><strong>Section 3<\/strong><\/p>\n<p><em>3.2.8.2 Collection, handling and storage &#8211; page 10<\/em><\/p>\n<p>States \u201c\u2026handled using suitable containers that are prominently labelled as to the type of waste contained\u2026\u201d<\/p>\n<p>No mention of waste classifications: if the listed divisions in prose are the classifications, convert these to bullets.\u00a0 No description of what prominent means: red texta?\u00a0 Large text?\u00a0 Big sticker?<\/p>\n<p>This is covered in<em> Section 3.2.8.3 Labelling of laboratory chemical waste<\/em> and states that guidelines (not references) are available from the appropriate government agency.\u00a0 Appendix A also provides detail.<\/p>\n<p><em>3.2.8.3 Labelling of laboratory chemical waste &#8211; page\u00a0 11<br \/>\n<\/em><\/p>\n<p>First sentence deals with storage, transportation and disposal:\u00a0 \u201cCategories of waste shall be properly segregated for temporary accumulation and storage as well as for the transportation and disposal.\u201d\u00a0 Suggestion: Remove or place in section <em>3.2.8.2 Collection, handling and storage.<\/em><\/p>\n<p><em>3.3.3 Housekeeping &#8211; page 13<br \/>\n<\/em><\/p>\n<p><em>Reiterates Part 1 Section 4.1 Requirements for safe conduct<\/em><\/p>\n<p>Typically repeating information is redundant, especially where this standard is intended to be read in conjunction with part 1.<\/p>\n<p><strong>Section 4<\/strong><\/p>\n<p><em>4.3 Gases &#8211; page 16<br \/>\n<\/em><\/p>\n<p>Lots of explanation.\u00a0 Little on direction.\u00a0 Especially in <em>4.3.1 General<\/em>.<\/p>\n<p><em>Regarding comments I made in Part 1 of the draft standard regarding explanatory content.\u00a0 To provide consistency, such comments should be placed in the general partition of all section and not provided in subsections.<\/em><\/p>\n<p><em>4.3.2 Handling of gases. Compresses or liquefied (other than cryogenic liquids) &#8211; page 17<br \/>\n<\/em><\/p>\n<p>For handling of fluorine, direction is given to ask the manufacturer.\u00a0 Presumably this is to obtain the SDS.<\/p>\n<p>Ammonia and Chlorine have their own AS\/NA to follow (in addition to the SDS?)<\/p>\n<p><em>4.9 Nanotechnology<\/em><\/p>\n<p><em>Section 4.9.9 Labelling &#8211; page\u00a0 24<br \/>\n<\/em><\/p>\n<p>General picky comment: Regarding labelling as \u201cHazards not fully characterised\u201d, this could be said of all chemicals as nothing has (or can be) fully characterised.\u00a0 This is addressed in <em>Appendix J.4 <\/em>and <em>J.5 <\/em><\/p>\n<p><em>4.9.11 Personal protective equipment PPE<br \/>\n<\/em><\/p>\n<p><em>4.9.11.1 General &#8211; page 25<br \/>\n<\/em><\/p>\n<p>Regarding \u201cAll PPE shall be removed prior to exiting the laboratory.\u201d<\/p>\n<p>Suggestion: Add following statement, \u201cUnless warranted by a Risk Assessment, PPE used when conducting actives using chemicals should be removed before entering a laboratory write up area.\u00a0 This reduces the risk of contamination.<\/p>\n<p>Note, only <em>Section 4.9<\/em> provides specific sections on PPE.<\/p>\n<p>General Nanotechnology comments: It seems the requirements are far in excess of the risk.\u00a0 However, as the consequences are unknown and the risks are unknown, erring on the side of caution is wise.<\/p>\n<p><strong>Appendix B [informative] The use of absorbent materials and spill kits<\/strong> &#8211; page 48<strong><br \/>\n<\/strong><\/p>\n<p><em>Public comment is requested on whether this Appendix is still relevant and should be retained, or else deleted.\u2019<\/em><\/p>\n<p>AS 2243.1 references this standard in Section 2.6 Safety Equipment.\u00a0 I recommend appendix B is retained as this information is not provided (in AS\/NS) elsewhere.<\/p>\n<p><strong>Appendix C [normative] Handling of cryogenic fluids<\/strong> &#8211; page 49<\/p>\n<p><em>Public comment is requested on whether this Appendix is still relevant and should be retained, or else deleted.<\/em><\/p>\n<p>I am not experienced in the handling of cryogenic fluids. However, AS 1894 is referenced in Section 4.3.3 Handling of cryogenic fluids and again in Appendix C.\u00a0 The current version is AS 1894: 1997 The storage and handling of non-flammable cryogenic and refrigerated liquids. \u00a0\u00a0This Standard sets out requirements and recommendations for the storage and handling of non-flammable cryogenic liquids at temperatures below -90\u00a6C and refrigerated liquids at or below -15\u00a6C, of Class 2.2, in quantities of at least 50 L water capacity and 50 kPa (gauge) working pressure, up to and including 200 000 L water capacity. It also provides guidelines for temporary installations. \u00a0\u00a0This is outside the scope of the information contained within Appendix C.<\/p>\n<p>Standard 1974:1997 does not address the detailed design of vessels or equipment used for the production, transport and storage of cryogenic and refrigerated liquids, nor the precautions and equipment that might be necessary in large-scale production and processing plants.\u00a0 This is also outside the scope of AS 2243.2.<\/p>\n<p>My recommendation is to retain this Appendix. \u00a0This is due to the normative (and thus prescriptive nature) of this appendix. \u00a0Alternately, the scope of AS 1894: 1997 could\/should be expanded.<\/p>\n<p><strong>Appendix D Examples of commonly used highly flammable chemicals<\/strong> &#8211; page 56<\/p>\n<p><em>Public comment is requested on whether this Appendix is still relevant and should be retained, or else deleted.<\/em><\/p>\n<p>My recommendation is to delete this section.\u00a0 Laboratories are required to risk assess every task and to consult SDS\u2019s for every hazardous chemical in use.\u00a0 SDS\u2019s are updated more frequently than standards. The information in Appendix D is not required.<\/p>\n<p><strong>Appendix E [informative] Properties associated with commonly used highly reactive chemicals<\/strong> &#8211; page 57<\/p>\n<p>My recommendation is to delete this section.\u00a0 Laboratories are required to risk assess every task and to consult SDS\u2019s for every hazardous chemical in use.\u00a0 SDS\u2019s are updated more frequently than standards. The information in Appendix E is not required.<\/p>\n<p><strong>Appendix F [informative] Properties associated with commonly used hazardous chemicals<\/strong> &#8211; page 59<strong><br \/>\n<\/strong><\/p>\n<p>My recommendation is to delete this section.\u00a0 Laboratories are required to risk assess every task and to consult SDS\u2019s for every hazardous chemical in use.\u00a0 SDS\u2019s are updated more frequently than standards. The information in Appendix F is not required.<\/p>\n<p><strong>Appendix G [informative] Properties associated with commonly used corrosive chemicals<\/strong> &#8211; page 62<strong><br \/>\n<\/strong><\/p>\n<p>My recommendation is to delete this section.\u00a0 Laboratories are required to risk assess every task and to consult SDS\u2019s for every hazardous chemical in use.\u00a0 SDS\u2019s are updated more frequently than standards. The information in Appendix G is not required.<\/p>\n<p><strong>Appendix H [informative] Properties associated with commonly used unstable substances<\/strong> &#8211; page 64<strong><br \/>\n<\/strong><\/p>\n<p>My recommendation is to delete this section.\u00a0 Laboratories are required to risk assess every task and to consult SDS\u2019s for every hazardous chemical in use.\u00a0 SDS\u2019s are updated more frequently than standards. The information in Appendix H is not required.<\/p>\n<p><strong>Appendix I [informative] Properties associated with the use of perchloric acid<\/strong> &#8211; page 66<strong><br \/>\n<\/strong><\/p>\n<p>My recommendation is to delete this section.\u00a0 Laboratories are required to risk assess every task and to consult SDS\u2019s for every hazardous chemical in use.\u00a0 SDS\u2019s are updated more frequently than standards. The information in Appendix I is not required.<\/p>\n<p><strong>Appendix K (normative) ADG class and packaging group, and equivalent GHS class<\/strong> &#8211; page 72<strong><br \/>\n<\/strong><\/p>\n<p>Based on the brevity of this appendix, I recommend it be placed in Section 4.1 in place of the NOTE referencing this appendix.<\/p>\n<p><strong>Did you find this informative or useful?
